E.F.E.E. ELECTIONS

At the meeting which took place on the 16 May 1998 in Copenhagen, Denmark, Mr. Rolf Schillinger of Germany, was elected as President. He takes over from Mr. Raimo Vuolio of Finland. Mr. Aslak Ravlo of Norway was elected as Vice President.

PRESIDENTS FOREWORD    by Rolf Schillinger

This year E.F.E.E. celebrated its 10th anniversary. Quiet and without any ostentatious ceremony. E.F.E.E. lives from the contributions of its members that have continued to volunteer their time and serve this federation in whatever capacity they can. We gladly give a big thank you for that.
10 years can be a long or a shot period, either one, from which side you are looking at. For E.F.E.E. the last 10 years have flown by. Initially problems like a common language and common goals were solved in a very short time. The members have known that only common goals under European aspects have a chance of being successful in acceptance by the EU.
Our industry is unique and one which some other industries cannot work without. But, in the matter of fact, the future of our branch, its basic existence, is dependent upon an important point - extensive Education. This is an absolutely certain factor in achieving success in our Branch.
As I see it, education consists of three main goals that we have to concentrate on, as follows.

- We must educate ourselves. That means we must continue to raise the proficiency level of our blaster in the field. In this direction the first step has been done. E.F.E.E. has developed an extensive Basic Shotfiring Training and Certification agreement with the European national societies of explosives engineers. Recently we offered the training programme to the EU Commission as a solution proposal for shotfiring.

- We must educate the public. That means we have to show the necessity of our work in the field and the non - underestimate importance we have in their everyday lives. Out goal must be to change the perception that blasting is destructive and show the public that we are professionals in our job that accomplish good work under environmental aspects without causing injury or property damage. A source available to accomplish this goal is the E.F.E.E. Marketing Committee as an educational tool for the public.

- We must educate government and state authorities. That means we have to bring together shotfiring professionals and those authorities that control explosives works. No matter what the individual expectations may have been in the past, leaders from both shotfiring and govemment or state could learn a lot about each other and start to discuss the right ways to work together in making the professional shotfiring a better place in a sensitive environment.

As E.F.E.E. celebrates its 10 anniversary, the President and the Vice President and Members of Council, will actively work on the main goals on behalf of the European Members of the National Societies to both develop our professional image and to raise extensive understanding for our daily work. Whatever we do in the branch, all European members are as concerned as I am for the future of explosives handling. We need broad experiences of our members to continue our work in every area in which our industry is involved. Once on this way we can help make this industry better for us all.
 

CK Marking of Explosives    by Dr R K JVharton

The European Directive 93/15/EEC (the ’Civil Uses Directive’) covers the harmonisation of provisions governing the placing on the market of commercial explosives and it will become mandatory for all explosives within the scope of the Directive to be CE marked by 1 January 2003.
Explosives Notified Bodies have been established in the UK, France and Spain to carry out the assessment and certification work for blasting explosives, propellants, detonators and detonating cord; and in Sweden for detonators only.
As users who may import explosives, you should be aware of the service provided by the Explosives Notified Bodies, and may wish to take steps to ensure that this information is passed on to the manufacturers who supply your explosive products.
If you are the first point of supply within the EU, you may be able to apply for certification yourselves or to the manufacturer’s authorised representative.
The CE mark signifies that the explosive products conform with the safety requirements of the Directive and items so marked should have f’ree movement within the EU. This may provide manufacturers with a competitive advantage when marketing their products in Europe.

PRESENTATION OF VERBAND SCHWEIZERISCHER SPRENGFACHLEUTE (VSSF)
(Swiss Society of Explosives Engineers)

The VSSF is an independent professional society in explosives engineering with non-political interests. The society was founded on 25 May 1976.
The Society Supports its members as follows:

· basic and further training and education
· holding blasting seminars/blasters
  examinations/additional training for special blasting works
· enhanced education in the field of blasting works
· fostering the outline of professional and spirit of comradeship
· co-operation with other societies
· defence of member interests to other people
· work in other committees
· hold blasters conferences
· pass on knowledge and experience in the field of blasting works
Members are private persons like explosives engineers, blasters, miners, quarry leaders, drillers, foresters, farmers, but also companies. Among these adduced are quite a number of
members hom foreign countries. In 1997 the number of members amounted to 650 which are divided into three sections as they are German, French and Italian speaking. The managing board consits of 12 members, the President and 11 directors. The VSSF is a founder member of the European Federation of Explosives Engineers (E.F.E.E.) And therefore a member since 1988. Besides the annual conferences, excursions and further training there is an International Blasting Conference every 5 years (3 Symposium 1996, Luzern, Switzerland). The trade journal, "Schweizer Sprengtechnickheft" appears two times a year and is distributed to members &ee of charge. Besides it is a supplement of the "Schweizer Baublatt "the Swiss Construction Paper".
